Police announced first-degree murder charges Wednesday morning against Phillip E. Rogers, 45, of Chicago. Lenier Clayton was shot on I-80 in New Lenox on Monday.

The 30-year-old victim was known as “the happiest, most jovial, kind, loving, and well-liked person you’d ever want to meet.”

Lenier Clayton was driving home from work when 45-year-old Phillip E. Rogers allegedly shot him following an argument on I-80, police said.
