The charges against Maj. Blaine McGraw stem from Texas cases, but at least 10 Hawaiʻi patients are also claiming misconduct.
Maj. Blaine McGraw, 47, faces recommendations for four charges and 61 specifications related to alleged incidents that occurred between January and December 2025.
